Filmed over five years in South Central Los Angeles, Fractured States traces three battles born from the same broken system: a former dispensary owner fighting for a place back in the industry that sent him to prison, a first-time offender returning home on parole, and a mother fighting to bring her son home from a lifetime cannabis sentence.
